Learn more about the work of the Independent National Commission on Human Rights – Liberia
J. Kennedy Kolubah is a dedicated human rights practitioner and serves as the National
Preventive Mechanism (NPM) Focal Person at the Independent National Commission on Human
Rights (INCHR) of Liberia. He plays a key role in advancing national efforts to prevent torture
and other forms of cruel, inhuman, or degrading treatment or punishment in line with the
Optional Protocol to the United Nations Convention against Torture (OPCAT).
In his role, Mr. Kolubah coordinates initiatives aimed at strengthening detention monitoring
systems, supporting the establishment and operationalization of Liberia’s National Preventive
Mechanism, and fostering collaboration among government institutions, civil society
organizations, development partners, and international human rights bodies. His work includes
conducting monitoring visits to places of detention, facilitating capacity-building programs,
developing policy and draft legislation of the NPM act of 2026 and advocating for the rights
and dignity of persons deprived of their liberty.
Mr. Kolubah has contributed to the development of strategic plans, policy documents, concept
notes, training manuals, research initiatives, and recommendations relating to torture prevention,
prison reform, business and human rights, and the implementation of international and regional
human rights standards. He has represented the INCHR at numerous national forums.
Mr. Kolubah earned a Bachelor of Arts (B.A.) Degree in Public Administration and Economics
from Cuttington University in 2010. He has also obtained several professional certificates in
advanced human rights studies from the Center for Human Rights at the University of Pretoria,
South Africa.
Through his professional work, advocacy, and commitment to human rights, Mr. Kolubah
continues to promote justice, strengthen the rule of law, advance accountability, and safeguard
human dignity in Liberia and beyond.
